This initiative was championed by the mayor and senator Francisco Abellán Jumilla.

With this objective, Abellán explained that the project under discussion will involve the modification of three laws: Law of Urban Leases, "to extend the circumstances in which there should be mandatory extension of the lease", the Criminal Procedure Act Civil, "to improve and streamline the eviction process, in any event preserving the rights and guarantees that protect the occupant in good faith.
Thus, all actions both of eviction as a revenue claim is processed in an oral proceeding, taking measures to streamline processes and, finally, the Condominium Act, with which reform "modulate the majorities needed for communities owners to adopt agreements to improve energy and water efficiency of buildings, being necessary to the 3 / 5 of the total number of owners for placement or removal of equipment or systems that improve energy efficiency or water. "
Finally, after regretting that the Popular Party, which abstained in the final vote, not to be joined to support the other groups have given the project itself and to thank their contributions during the parliamentary process, Francisco Abellán has stressed that new standard, which improves the previous situation, "aims to encourage access by households and households to a rented home, especially to help families with less economic capacity and to promote the empowerment of young people."
