The 2017 Participatory Budgeting process has completed its first phase with 441 proposals submitted.
Improvements in lighting, mobility and accessibility in urban themes have been the most used in the proposals, but highlights a high variety in them.
Of the 441 who have registered for the various authorized channels, a total of 191 are related to the town of Jumilla, while the remaining 250 villages.
From Monday until Saturday and is being carried out assemblies, the time of exposure, discussion and prioritization of the proposals submitted.
The matching proposals are submitted to the assemblies pooled basis.
Thus, the assemblies in the area of ​​Jumilla 154 proposals are presented.
To facilitate access, encourage participation and transparency in the process, have published the proposals on the web www.jumilladecide.es, next to the template voting assemblies, so that any citizen of Jumilla, quietly at home, can analyze them.
Operation of the assemblies
In these assemblies open to all residents of Jumilla who so wish.
In them they are publicizing the proposals.
Then a deliberative space for presentation and discussion is opened, and after this, the prioritization process (initial vote for proposals) is performed.
Initial prioritization of the proposals are face and to participate in them it is necessary that participants have a minimum age of 14 years at the times identified with their ID card or NIE.
To ensure respect for the basic principles of the process and that participants prioritize directly in the prioritization process, proposals, one to one, weighted to 5 to 1 vote, placing a cross, being 5 the highest value and 1 the lowest value.
Once filled templates voting, participants place their template voting in a ballot box, thus will see who is voting, thus avoiding duplications in each of the assemblies.
After the feedback of prioritization, in each assembly the vote count is done and are drafted with the agreements and results.
And all assemblies held in each territorial area, the results of their meetings will be added and a list will be drawn up with the proposals prioritized in that area.
In this way, become two prioritized lists of proposals, one for the territorial area of ​​the town of Jumilla, and another to the territorial area of ​​the districts.
Proposals that exceed 5% of the votes will be delivered to the municipal officers, by order of the resulting prioritization, to issue technical reports of economic and technical feasibility.
The remaining proposals will be submitted to the relevant departments for study and possible introduction in its 2017 schedules, or where appropriate, refer them to the competent authorities or entities.
Finance Councilman Alfonso Pulido, expressed his satisfaction with the high level of participation that are taking citizens: "We far exceeded the numbers who have or had other municipalities in the first year in which they started the budget process participatory ".
