Threaten the continuation of workers in the local school and conservatory Jumilla, according to the Cultural Association of Jumilla music lessons (21/12/2011)

The Cultural Association of Musical Training Jumilla communicate publicly, dated December 21, 2011, the delicate situation being experienced by the music teaching in our municipality.

The Cultural Association of Musical Training Jumilla born as a result of the economic incapacity of the Hon.

City Council to assume direct management of the faculty in 2001.

In 2004, assumes the management and administrative faculty of the Conservatory of Music "Julian Santos" in Jumilla, being the only municipality in the Region of Murcia where the City does not assume direct hiring of teachers.

This situation with the City has been going on for ten years, without any commitment or interest by the City to improve conditions for workers, budgets will always remain below the minimum needs of the association, seeing it in the need to fire all workers in the summer months to ensure quality and continuity of service.

The latest agreement signed by the Association with the City is valid until December 31, 2011.

By not being able to extend further the agreement, the Hon.

City Council public service tenders and the Association entered the bidding being the only one with this proposal and resulting finally awarded the service, receiving notification on Wednesday December 14, 2011.

From January to December 2011, the City has made three income to the Association, they have been allocated to pay for Social Security and Tax necessary for the proper functioning of the association, and therefore failed to meet the payroll payments to employees, for lack of liquidity in the accounts, since we rely, being a non-profit association, the HE grant.

Town Hall.

The City Council has made the following income:

1 .- In February 2011, enters the expenses for the months of November and December 2010, (with two months delay).

2 .- In April 2011, enter expenditures for January of that year (with 3 months delay).

3 .- In September 2011, enter expenditures for the month of February of that year (with seven months of delay)

4 .- In November 2011, enter expenditures for the month of March the same year (8 months late).

Due to these delays, the Association creates a debt to Social Security and Inland Revenue, therefore, these months payments are intended to remedy this debt.

Currently the debt generated by the City with the Association amounted to 216,000 €.

As a result of this debt the workers of the association in eight months (from April) without charging any payroll, but doing our work with the same interest as always and without harming the teaching of 300 students who receive music education in our schools , although this will involve a great effort.

Even with this economic uncertainty by the City of Jumilla, the Association is open to all types of negotiation to make viable the front of our continued service.

Although we will communicate that the City Council is go for the musical education in the municipality, until today the proposals do not guarantee the Association worked monthly charge, or have a commitment to pay to remedy the debt generated.

For all these reasons and the absence of written proposals to our Association, we were obliged to submit the minimum required to undertake the continuity of the Association at the forefront of this educational service.

So far we have not received a response that guarantees workers' monthly salary, which, the debt continues to grow.

In short, Conservatories and Musical and Artistic Teachings are in danger.

It is fundamental teachings but not mandatory, so it is easy to be the first to be suppressed in these times of economic crisis.

We hope that music education in our town, so artistic tradition, where they were born and developed great musicians of major importance, continue despite the economic difficulties and that the perpetrators of this continuity to find a real solution for the future of music teaching in Jumilla.
